ALEXANDRA D. DAWSON, J.D.
The Nancy Anderson Award

Alexandra has interpreted and informed the public on environmental land use law for almost forty years.  Since 1970 she has been a consultant to more than 35 cities and towns on creation of bylaws and ordinances, solutions to legal problems, land acquisitions, and wetlands protection.  She joined the Conservation Law Foundation in 1973 where she created and ran a program of aiding the public in implementation of environmental law.  In 1978-1979 Alexandra was the first general counsel and director of land use regulation for the Metropolitan Area Planning Council.  In 1980 she became co-director of the Water Supply Citizens Advisory Committee, providing legal analysis for a state-mandated citizens group responsible for management review of New England’s largest water utility.  In 1981 she was instrumental in creation of the environmental program at Antioch University Graduate School in Keene, New Hampshire.  She has taught at Tufts University, the Kennedy School of Government at Harvard University and at the Rhode Island School of Design.  An active Conservation Commissioner since the 1970s, she has helped write and edit the MACC Handbook.  She has served on the MACC Board of Directors (President 1985-1988) and for the past decade has been MACC’s Director of Legal Affairs.

MICHAEL GLOWACKI
Conservation Commissioner of the Year

Michael has served on the Nantucket Conservation Commission for more than six years.  Michael’s appointment was critical in that he provided the leadership necessary to re-focus and re-organize a poorly functioning and factionalized Commission and the leadership and effort necessary to re-staff the Commission office with qualified professional personnel.  Michael’s leadership has resulted in changing the community image of the Commission. The Commission is now recognized by both private and public sectors for its regulatory fairness in evaluating proposed work and its outreach and education service to the community.  It is also noted for its ability to provide technical assistance and to enhance communication among governmental agencies, concerned citizens, landowners and their agents.  On a personal level, Michael has completed both the basic and advanced MACC training courses and was elected as Selectman/County Commissioner for Nantucket in the spring of 2004.

SUSAN MCINTOSH

Outstanding Achievements in Watershed Protection and Environmental Education

Susan has been a member of the Huntington Conservation Commission for 15 years.  During her tenure on the Commission, Susan’s ability to bring people together has provided the spark for community efforts in open space conservation, education and outreach activities.  She has served as the Commission’s anchor to provide the public information and educational opportunities for specific hands-on projects such as seeding salmon in local rivers, nature walks and river clean-ups.  In addition to Susan’s community outreach efforts, her work attitude and knowledge of conservation laws and regulations during the Commission hearings process has been invaluable to the Commission.


PETER FLETCHER
Environmental/Conservation Educator of the Year

Pete Fletcher, recently retired from the USDA/NRCS, is renowned across the Commonwealth of Massachusetts and New England as the most effective soil science teacher of the decade.  Pete has single handedly taught thousands of students, volunteers and professionals the “science” of soils.  Pete has served every year as the instructor for the soils workshop offered at the MACC Annual Conference.  During his tenure at NRCS and now as a private consultant, Pete works for Conservation Commissions assisting them with workshops and difficult soil determinations.  Pete has been instrumental in developing educational programs throughout New England and in assisting with the development of New England Corps of Engineers Drainage Class Guidelines and Field Indicators for Identifying Hydric Soils in New England references.
