If i remember correctly I believe that previous editions of the regulations (310 CMR 10.00) had a "preamble" section that described some of the issues and the parties involved in formulating the regulations. I think all the preamble sections are now located at the back of the regs instead of with their respective sections. They may give some perspective as to how the performance standards were arrived at for the different resource areas and buffer zone.
