I believe municipal parkland is treated as Article 97 land under the state constitution, and therefore requires a 2/3 vote of the legislature. MACC, Mass Audubon, and others submitted legislation last year to beef up the process by which local/state government could change the use of Article 97 land. This change included language on compensation. Not sure if that passed, or if the present procedure actually requires compensation. But compensation, in some form, is usually required.
