In my experience the only way to protect buffer zones is through a local bylaw. DEP will generally not uphold decisions by local cons. comms. requiring an undisturbed buffer. Through a local bylaw, a town could set a buffer requirement. A number of towns on Cape Cod have 35-50' setback requirements in local bylaws. A few cases, even greater.
