I am a consultant for the Town of Canton on a 40B project where there was of course a dispute on whether a stream on the property was perennial or intermittent. I actually gathered other information supporting the perennial criteria and so the project is now going back to the drawing board. There were also issues of increased flow post-construction in their calculations.
Thank you for your help and suggestions though. I will get in touch with a river coordinator just for general knowledge on the subject.
