I agree that by-laws are an effective way to help protect buffer zones. Those communities without by-laws such as mine ( by-law is in draft stages) find that 310 CMR is very effective if both the performance standards are followed and a Commission - or it's agent continually eduacteds and updates themselves. State Law or By-law, educated implementation is the best kind. I have found through my experience that most appeals are granted, because the issuing local authority will overstep it's legal boundary.
