Training Sessions Available for New MA Model Floodplain Bylaw

New Massachusetts Model Floodplain Bylaw-- attention please Good morning.

 Attached you will find the new (updated) state Model Floodplain Bylaw for NFIP communities to use when next revising/ updating their local floodplain bylaws/ordinances.

This updated model includes all of the requirements for NFIP communities—requirements that are not found in other state codes such as the building code or Wetlands Protection Act.  Some of these requirements may already exist in your local codes. There is an explanation section included in the document, following the suggested bylaws text section.  A list of required bylaw/ordinance definitions is also included.

 

Beginning with your next bylaws/ordinances revision process, we expect that communities will use this tool to update the floodplain portion of your local codes.  We are not suggesting that a community hold an “extra” meeting for this purpose.  From now on, as FEMA and the state review your local codes (such as for map updates or monitoring visits), we will require you to include all of the NFIP requirements found in this model.

 

Please take time to look at the state model, to share it with appropriate local staff, and to begin the process of incorporating these regulations at the local level.  The state will be offering three identical 90-minute Q&A sessions on this topic on the dates and times listed below.

 

Certainly any questions or concerns that you may have can also be addressed at any time on a one-to-one basis by replying to this email.

 

Please remember that the National Flood Insurance Program is a federal program which the state supports through an annual agreement with FEMA to offer technical assistance to communities.  We look forward to assisting you in this transition.
